Moving to Singapore with children: how schools work

Singapore’s Economic Development Board counts more than 60 international schools serving children aged 2–18. Foreign children can also apply to MOE schools, subject to the applicable admissions process and available places.↗

Singapore Citizen children need an MOE exemption to attend an international school. UWCSEA states that it cannot offer a place to a Singapore Citizen of Primary 1 age or above without an MOE waiver. A child who also holds another nationality may still fall under the Singapore Citizen rules.↗

ACS (International), Hwa Chong International and SJI International are additional options with different admissions arrangements from foreign-system schools, with their own eligibility rules and entry grades.

School sites can be allocated through government tenders, as with The Perse’s Chestnut Drive site. Registration, accreditation, programme authorisation and external inspection are separate things; Singapore has no single rating scale for international schools.

An MOE exemption decision is separate from a school’s assessment of the child. Schools quote different processing estimates; Dover Court’s schedule gives six to eight weeks, and approval is not automatic.

SkillsFuture Singapore administers the private-education framework following the Committee for Private Education’s dissolution in October 2024, according to the cited regulatory analysis. Older school materials may still use CPE terminology; the current registration is with SSG.↗

Ask for the student contract and the fee-protection arrangement before paying: joining charges and deposits are not always protected in the same way as tuition.

Tanglin is on Portsdown Road in one-north. UWCSEA Dover and Dover Court are on Dover Road. Compare journeys from Holland Village, Queenstown, Bukit Timah or any other shortlisted area using actual school-run times.

UWCSEA East is in Tampines. CIS now operates at Lakeside in the west after its Tanjong Katong campus closed in June 2023. Do not use older campus maps when planning housing or transport.

SAS is at 40 Woodlands Street 41 in northern Singapore. Test the commute and bus route from the homes you are considering; the right arrangement depends on the child’s age and daily schedule.

Coordinate school and housing decisions. An offer for a suitable place and a workable transport route give firmer information than a provisional shortlist, especially for siblings on different campuses or with after-school activities.↗

School counts depend on which ages and institutions are included. A British Council report used a broader English-medium count that included preschools, whereas the EDB guide lists more than 60 international schools. For a shortlist, focus on schools actually offering your child’s grade and intended qualification.↗

Tanglin, UWCSEA, Dulwich, SAS and Stamford offer different programmes and charge different combinations of tuition and levies. Comparing a headline fee without its grade, year and inclusions can obscure the actual difference in cost.

The Perse and OWIS Newton opened new campuses in 2025, while Brighton has expanded its senior provision. UWCSEA plans to relocate Dover to Tengah in August 2032. New campuses often open year groups in stages, so a new site does not mean places in every grade.↗

International-school tuition in Singapore is quoted including 9% GST and rises by year group. At Dulwich, for example, the official 2026–27 schedule runs from S$45,240 for Reception–Year 2 to S$59,220 for Year 13, with S$10,000 of joining charges for a new pupil.↗

UWCSEA opens applications each September for the following August. The September 2026 cycle covers August 2027 and limited January 2028 entry. The first-round deadline is 2 November 2026, with offers in January 2027. Second-round deadlines are 8 January 2027 for boarding and 1 February for day applicants, with offers in March. Eligible applicants enter a pool, not a first-come queue.↗

SAS uses four priority lanes: US citizens, Green Card holders and placement-programme participants in Lane 1; qualifying American-company employment in Lane 2; current international-school applicants in Lane 3; and other applicants in Lane 4. The Guaranteed Placement Program moves qualified sponsored applicants to the front of Lane 1 for the next available place. It does not waive admissions requirements.↗

Tanglin reviews applications annually, with offer, applicant-pool or unsuccessful outcomes. The reviewed account reports no sibling priority and main intakes of 160 Nursery and 32 Reception places. Its published Guaranteed Placement Right costs S$179,850 including GST for seven years, additional to school fees and subject to admissions criteria. Rights are limited and cannot be traded or sold back.↗

Other schools accept applications throughout the year, but entry dates, assessment rounds and examination-course restrictions vary. Before paying multiple application fees, ask each school whether it can consider the intended grade, start date and support needs.

UWCSEA’s older 2018–19 Q&A describes restrictions on Grade 12 entry, a Grade 10 Foundation route and campus transfers. Its Grade 9–10 curriculum has since changed, so those older terms may no longer apply.

Assessments depend on age, programme and learning needs. UWCSEA states that support applicants usually do not receive first-round offers while the college evaluates continuing students’ needs through February. Share relevant reports early and request an explanation of the proposed support and decision timeline.↗

UWCSEA’s older Q&A requires day students to live with a resident parent present for at least 90% of each term, which matters if a parent travels frequently. Boarding has separate arrangements, with current guidance describing entry from Grade 9; older references to Grade 8 should not be assumed to apply.

Most schools profiled here run August–June, while AIS runs January–December. Mid-year places depend on vacancies and programme fit, and a matching calendar does not guarantee subject continuity or the same year placement.

Paid placement arrangements vary by school. SAS’s sponsorship programme and Tanglin’s placement rights have different conditions. Neither should be treated as a standard feature of every international school.

Application calendars also differ. UWCSEA opens its annual pool in September for the following August, while SAS publishes grade-level availability. For a short-notice move, ask about actual remaining places. Our Dubai guide provides a separate city comparison.

Dated inspection findings, programme descriptions and admissions rules should be checked for the intended entry year.
